Have there been any cases in the last 100 years of dictatorships that people were eager to immigrate to instead of emigrate from? Or are authoritarian governments and immigration inherently incompatible?

A pattern is emerging in the answers that suggests a way to narrow down this question: have there been any dictatorships people immigrated to that weren't rich from oil?
