My personal experience was the same with Uber. I was a tech lead - managing a small team - at Skyscanner. Getting a senior engineer position at Uber was straightforward. I had management experience and asked if I could be considered for EM positions. The answer was no.

While at Uber, about 50% of managers we hired externally in my org, in Amsterdam. The other 50% were senior engineers entering the apprentice engineering manager program (myself included). There was a point when we had more internally transitioned EMs than externally hired ones.
