Some of this info might also put into context this confession that caused lots of stir online on how product managers typically work at Facebook. At Uber, PMs also were not part of eng execution or create many tickets. The PM role was similar to FB. t.co/COmV5LO94w

And yes, it's not typical to have an organizational structure that works like this. It has, of course downsides, but there's a reason these massive companies move fast, and compete on the same speed as smaller and (theoretically) more nimble startups going up against them do.
